Same WattsVery Different Bills
Every other program at IQ Edison changes what your building consumes. The Arbitrage Desk attacks the other half of the invoice — the price you pay per unit, the moment you draw it, and the credits nobody claimed on your behalf. No hardware. No capital. No interruption to operations.
The Premise
Every Energy Bill Has Two Halves
Two facilities on the same street, running identical equipment on identical schedules, can pay dramatically different amounts for the same kilowatt-hour. The difference is not engineering. It is position — which tariff, which contract, which interval, which program.
Half One — The Engineering Problem
How Much Energy the Building Needs
Thermal load at the roof. Compressor efficiency. Envelope performance. Controls logic. Storage. This is capital work on physical assets, and it is what the IQ Edison ecosystem has always delivered. It permanently lowers the quantity of energy your building requires.
Solved by: retrofits, HVAC, envelope, controls, storage, solar.
Half Two — The Market Problem
What That Energy Costs You to Obtain
Rate structure. Supply contract. Demand-setting intervals. Ratchet clauses. Incentive eligibility. None of this is affected by how efficient your building is — and none of it requires touching a single piece of equipment to change.
Solved by: the Energy Arbitrage Desk.
A building can be beautifully engineered and badly positioned. Most are. The Desk exists because efficiency work and market work are two different disciplines, and running only one of them leaves the other half of the invoice untouched.
What the Desk Operates
Four Levers
Each one moves the cost of energy without changing the amount of it you use.
Forensic Tariff & Bill Intelligence
Most buildings are billed correctly according to the utility and incorrectly according to the tariff book. We reconstruct your rate treatment line by line.
- Rate class and tariff eligibility review
- Demand ratchet and power factor penalty exposure
- Meter aggregation and account consolidation
- Historical billing error recovery
Supply Brokerage & Programmatic RFQ
We are a licensed broker, and we run your supply as a competitive process rather than a renewal letter. Suppliers bid against each other on your terms.
- Competitive multi-supplier solicitation
- Fixed, indexed, and blended structures
- Contract timing against the forward curve
- Renewal calendar and blackout management
Demand Exposure & Load Positioning
Demand charges are set by a handful of intervals per month. We analyze where yours have historically landed and position your schedule, tariff, and contract around them.
- Next-business-day demand exception reporting
- Load shift windows mapped to production schedules
- Coincident peak and 4CP exposure management
- Seasonal and ratchet exposure modeling
Incentive & Credit Recovery
The incentive landscape is unusually rich and unusually fragmented. Most operators leave money on the table because nobody is assigned to look.
- Federal credit eligibility screening
- State and utility rebate program mapping
- Demand response revenue enrollment
- Documentation and filing support
Energy Cost Review
Electricity and Natural Gas, Checked Against the Utility's Own Rates
Most commercial energy bills are paid without anyone reading them against the rate the utility actually has on file. That is where errors sit, and once one is there it repeats every month. We read your bills line by line against the filed tariff, recover what was overbilled, and keep the account clean going forward. Every number comes from your own bills and the utility's filed rates, never from an estimate or a benchmark.
What We Do
Bill and Tariff Review
Electric and gas bills checked line by line against the utility's filed rate schedule: demand charges, time-of-day registers, riders and adjustments. Where the utility overbilled, we document it and pursue the refund.
Rate Schedule Check
Whether each account is on the best available rate for the way the site actually runs.
Supply Contract Review
The term, the renewal date, and which charges the supplier is allowed to pass through. At renewal, we can benchmark the contract against market quotes.
Demand Reduction
Demand charges are often a large share of a commercial electric bill. With your interval data, we identify what sets your peak and how to lower it.
Solar and Battery Storage ROI Analysis
Before capital is committed, we model the project against your actual load, your tariff and the available incentives, so the payback rests on your numbers.
Renewable Natural Gas (RNG)
We evaluate RNG supply and project opportunities.
Ongoing Monitoring
Every month, each electric and gas account is checked against the filed rates, so an error is caught when it happens instead of years later. Flat monthly fee.
Not the Same Thing
Two Lenses on One Building
Clients occasionally ask whether the Arbitrage Desk overlaps our measurement and verification technology. It does not. They observe the building at entirely different resolutions, answer different questions, and produce different kinds of decisions.
Arbitrage Desk

Meter Level
- Resolution
- The whole building as one economic unit, at the revenue meter
- Data source
- Utility interval data, tariff sheets, forward market curves, incentive registers
- Cadence
- Next business day. Utility interval data publishes on the utility's schedule, not as a live feed.
- Question it answers
- Are we buying this energy on the right terms, at the right moment, under the right rate?
- Output
- Contract, tariff, timing, and incentive decisions
- Installation
- None. Nothing is mounted, wired, or connected to your controls.
Measurement & Verification
Circuit Level
- Resolution
- Individual assets, panels, and branch circuits inside the building
- Data source
- Submeters and IoT sensors installed on specific equipment
- Cadence
- Real time. Continuous reporting is what makes live intervention possible at all.
- Question it answers
- Which machine is wasting energy, and did the retrofit we installed actually perform?
- Output
- Engineering decisions, capital justification, verified savings
- Installation
- Hardware placed at the asset or circuit being measured
The meter tells you the building is bleeding. The circuit tells you which machine is doing it.
They also operate on different clocks. The Desk works from data the utility publishes after the fact, which makes it excellent at correcting position and useless at stopping a peak in progress. Stopping a peak in progress requires metering and controls on site — our layer, not the Desk's. Clients who run both get something neither produces alone.

How the Desk Works
Four stages, none of which require you to shut anything down or spend anything to find out where you stand.
Data Handoff
You sign a letter of authorization. We pull twelve to twenty-four months of interval data and tariff history directly from your utility. No site visit, no equipment, no interruption.
Forensic Gap Analysis
Your actual interval data is run against tariff alternatives, market curves, and incentive eligibility. You receive a quantified list of positions you are currently holding and better ones available to you.
Position & Execute
We take the recommendations you approve to market — solicit supply, file the tariff change, enroll the program, submit the credit. You approve every position before it is taken.
Continuous Coverage
Markets move, tariffs get revised, and programs open and close on their own calendars. The Desk stays open on your account and repositions as conditions change.
The Baseline Starts Before the Project Does
Where utility programs pay on measured savings, the incentive is calculated against a normalized twelve-month baseline built from your meter data. That baseline is not paperwork filed at the end of a job. It begins the day the data pull begins.
Most Sequencing Is Backwards
The common approach is to design the retrofit, install it, then assemble a baseline to claim against. By then the cleanest twelve months have already been spent, and the measurement window is reconstructed rather than observed.
Starting the Clock Is the First Move
Because the Desk opens every engagement with a utility data pull, the baseline window starts at the beginning of the relationship rather than the end of the construction schedule — before a single decision about equipment has been made.
Not Every Saving Qualifies
Recovering a billing error puts money back without reducing a kilowatt-hour, so it sits outside incentive modeling entirely. Eliminating ghost load does reduce metered consumption, and does qualify — but executing it requires controls on site.
Program availability, eligible costs, and how baseline work is funded vary by utility and by program, and are confirmed with the program administrator for your specific portfolio before anything is committed. Texas and other deregulated markets have no equivalent utility-funded capital — there the same analysis is structured against delivery charges, demand determinants, and retail supply terms instead.
Risk Profile
Intelligence Without Interference
Operators are right to be cautious about anything that reaches into a live building. The Desk never does. It is a read-only discipline — it observes data the utility already holds about you and acts in the market, not in your mechanical room.
Nothing is installed. No control sequence is modified. No production schedule is overridden without your explicit instruction. Every position is presented to you before it is taken, and the analysis itself carries no obligation to act on it.
Fit
Where the Desk Earns Its Keep
Multi-Site Portfolios
Where accounts were signed at different times, on different terms, by different people, and nobody has looked at them as a single book.
Demand-Charge Heavy Operations
Where a handful of intervals per month set a cost that persists for a year, and nobody is watching for them in advance.
Deregulated Market Exposure
Where supply is contracted rather than tariffed, renewal timing is consequential, and the incumbent supplier benefits from your inattention.
If you already work with IQ Edison on the physical side of your buildings, the Desk is additive rather than parallel — the same portfolio, examined through the half of the invoice engineering cannot reach.
Utility Bill Review
The Half of Your Energy Cost Nobody Is Checking
Your utility bill has two halves. One is how much power you used. The other is the price structure the utility applied to it: the rate schedule your account was assigned to, how your demand was measured, which time-of-day registers you were billed on, and which riders and adjustments were added on top.
The first half gets all the attention. The second half is where errors sit, and once one is there it repeats quietly every month until somebody reads the bill against the utility's own filed tariff.
What the Review Is
We read your actual bills, line by line, against the rate schedule the utility has on file with its regulator. Not an estimate, and not a benchmark against buildings that look like yours. The filed tariff sheet, matched to your account.
What that surfaces:
- An account assigned to the wrong rate schedule for the way the site actually runs
- Demand billed on a ratchet or a coincident peak that no longer reflects the operation
- Time-of-day registers that disagree with each other, or with the meter
- Riders and adjustments applied outside their own stated applicability
- Supply arrangements that lapsed to a default rate without anyone being told
Where something is found, it carries two numbers: what the utility owes back for the period the error ran, and what stops leaving the account every month from here forward.
What It Costs to Look
Nothing.
No contract, no authorization form, no access to your accounts, no site visit, no interruption to anyone's day.
Send two to three consecutive months of bills for one location. We read them against the filed tariff and come back with what is there and what it is worth. If there is nothing there, we tell you that plainly and it ends there.
Two to three months is the minimum to do this properly, and it is not an arbitrary number. A single bill shows a snapshot. Consecutive cycles are what expose a demand ratchet carried forward from an earlier month, a seasonal rate boundary applied on the wrong date, time-of-day registers drifting against each other, and billing periods prorated incorrectly. Those are the errors that repeat, and they are only visible across months.
How It Starts
Two to three consecutive months of bills, one location.
If the rate schedule printed on them is one we already hold, you have our read back within 48 hours. If it is a schedule we have not yet built, we confirm the delivery date within two business days, because every review is run against the utility's filed sheet and never against an assumption.
